In Skyrim+DlCs, which NPC should enchant

I am creating a mod that allows NPCs to craft, so you can order potions (right now not custom made, but eventually I want to try to do this), can order and improve armor or weapons from a blacksmith, and get enchanters to enchant. Unfortunately, unlike blacksmiths and apothecaries, enchanters don't have a specific faction set up. So I was wondering about which ones you think should be able to enchant and why?

Enchanting trainers (2 + 1 in Solstheim). If you wish to have more people, you could also use court wizards.

I'm not sure all the court wizards should enchant, are there any in particular you think should enchant?

According to the UESP wiki, none of the Court Wizards have enchantment as a major skill so we can't use that to discriminate.

An option is to look at their general schedule/personality and imagine which ones would feel inclined to do it. Based on that, you can disregard Calcemo because he is too busy researching the Dwemer. Madena's involvement in the Great War made her sick of destruction magic (I don't want to kill anymore etc) so it's unlikely she would like to turn your weapons into even-more-effective killing tools. I don't see any immediate reason why the others shouldn't do it.
