Second error message has been fixed; WinGrep pinpointed it for me.

Assuming a mod hasn't changed it, land texture 11 has ID 'AC_darkstone_grass' and is loaded from 'Tx_land_darkstone_grass.tga'. The file may be missing or corrupt.

EDIT: The texture file itself seems to be all right - time to search with WinGrep again, I guess.

The cell in question is just south of Ebonheart, west of Vivec - anyone know of any mods that alter that cell, if it matters? Here is my modlist:

Grep for 'LTEX', a filename should be shortly after the identifier. Alternatively, open the landscape editing window for that mod and check the land texture list.

At least 2 of your mods alter the landscape in (1, -14): Texture Fix 1.8, and the Penguin mod.

The version of the Penguin mod that I have (which seems slightly different than yours) redefines the LTEX 11 as:
LTEX.NAME: AI_mudflats_01.tga
LTEX.INTV: 11
LTEX.DATA: Tx_AI_mudflats_01.tga

FYI I don't think LTEX records overwrite previous ones. It has to work that way due to the way they are indexed from the land records.
