There are tons and tons of NPC face replacers, but are there any that replace their old, ugly and blocky hair? There are so many beautiful hair packs (like Westly's Corean Hairs) that would make the NPCs look amazing.

most of the esp based head replacers also replace the hairs, though there are some pluginless ones that don't. I am not sure if there are any pluginless hair replacers however, of course I haven't actually ever looked for one.........................

http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=5883 is a pluginless replacer that replaces both the head and hairs, but I do not know of any that replace just the hair.

Ah, I didn't realize most already replaced the hairs. Then I will rephrase my question: is there any hair replacer that uses newer, smoother hairs like the ones in Westly's mod mentioned above?

Westly is working on a http://www.gamesas.com/index.php?/topic/1093073-wipz-westlys-head-replacers-still-working-on-a-better-title/ which also replaces the default hairs using newer, high-poly meshes. He's already released two race packs, one for Bretons/Altmer and one for Nords/Orcs.
