I've been getting into an argument over the effectiveness of Charisma in F3. Does Charisma affect disposition? If you have a speech of 100, will raising your Charisma affect the % to succeed?

I wasn't under the impression that it did tbh, given that it governs barter aswell I've seen no difference in trade prices with barter 100 and charisma anywhere between 1 and 10
