The year is 2314. The Great War has become a distant memory to many of those within new nations of the world. Now a New World has emerged with a new order of nations ready to dominate the Post Fallout World.

Description/History: The history of Nevada spans far beyond that of its story after the Great War, as a mysterious oasis in the desert that is home to anything a man can desire; every wish, every indulgence, and every kinky lust under the sun. Ruled by a silent but undoubtedly powerful dictator from within the confines of the Lucky 38 Casino, Vegas and the surrounding Mojave are wedged between several massive empires with varying ideologies, and was once the subject of great dispute in the days before unification. While Vegas was always of some value, the human architectural and technological marvel that is known as the Hoover Dam was always their true target...and likely remains so in less violent means.
The establishment of New Vegas post-war was through the use of its current leader, Robert House's mathematical predictions on social and economic stability within the world; to which, in 2065, he would come to the conclusion that the world was to be plunged into nuclear fire in nearly a decade. His preparations were quick and precise; using the remaining resources from his personal corporation, RobCo industries, along with other goods from contacts in the military, House ensured the survival of his hometown against any and all threats. Programming satellites to disable nearly all of the seventy-two incoming warheads, and even going so far as to mount an array of laser cannons on the top of the Lucky 38 to deflect stray missiles, House shielded the Mojave from the worst of the blast, but went silent for almost a century within his neon spire.
Little is known of what happened in this period of Vegas' history, although evidence of riots scar the city even today, and at least one overweight gangster similar to Don Gizmo, was known to have made his mark. In 2138, House awoke from his coma, but bided his time, watching the city be settled by tribals and raiders.
In 2274, New California Republic (NCR) scouts arrived at Hoover Dam, piquing House's interest. These were no tribals, these were civilized people - somewhere, out in the wastes, a new society had begun. A society that would no doubt see Las Vegas and its power source, the Dam, as theirs for the taking. House's Securitrons finally emerged from the Lucky 38, offering an ultimatum to the raider tribes settled on the Strip: join House and be part of his New Vegas, leave the Strip, or die. Three tribes accepted his offer, the Chairmen, the Omertas and the White Glove Society, becoming known as the Three Families. Only the Kings refused and were returned to Freeside. The Three Families, as well as the Securitrons, would be enough to protect the Strip for now, but if the NCR tried to take it by force they would not be able to resist in any meaningful way.
Instead, House had members of the three families, as well as a couple of his Securitrons occupy the dam. When the main NCR forces arrived to assume control of the dam, House sent a Securitron forward to call for a parley between the NCR's leaders and himself. Eventually, they reached an agreement in form of the New Vegas treaty whereby the NCR would get 95% of the Dam's power output, McCarran International Airport as a base of operation, and the permission to establish an embassy on the Strip, while the Strip gets the remaining 5% power output - much more than required to run the place - and immunity from annexation. The treaty also disallowed the NCR from denying their citizens and soldiers to visit the Strip, leading to a boom in New Vegas' economy, as tourists from all corners of the NCR, as well as stationed troopers on leave, would flock to the Strip and spend their hard earned salaries on gambling, alcohol and prosttutes.
Around the same time, on the other side of the Colorado river, Caesar set his eyes on New Vegas. Feeling that the empire he was building lacked a true capital, a place he would be proud to call his Rome, he mobilized Caesar's Legion in the hopes of forcing the NCR out of the Mojave Wasteland and taking the city for himself. In 2277 this culminated in First Battle of Hoover Dam, which the Legion lost. Caesar, however, has not given up his plans of taking control of Vegas, and has waited patiently in his headquarters on Fortification Hill ever since his first defeat for an opportunity to strike again.
The Second Battle of Hoover Dam was bloody and rather inconclusive for both the NCR and the Legion. As their forces were exhausted to the bare reserves, House's Securitron army rolled onto the wartorn dam and wiped out the remainder of the skirmishers there. The message was quite simple; Vegas was not to be under the control of any outlying faction, and was solely independent. The Bull and the Bear, now beaten down from years of war, have not yet shown any signs of returning (in full force) to the Mojave again.
Time has allowed Vegas to develop further into an economic superpower as Robert House's ambitions expanded far beyond the wall of the Strip and into the streets of Freeside, the rolling deserts of outer Vegas, and numerous other independent towns deemed unfit for ruling by themselves. Resistance was very heavy, and costly to the Securitron Army. Reserves were pulled in droves from Fortification Hill, where, with the help of of outside forces, the Securitrons' systems were activated with the recovery of the Platinum Chip. The Boomers at Nellis, the Fiends of Vault 3, and the various Powder Gangs along the interstate were all exterminated and driven from House's territory. Robert, knowing full well war crimes no longer existed, took no effort in fighting humanely; prisoners were executed and their home bases were razed to the ground. While his methods were quite effective, mutant and raider gangs still roam the wastes in search of new victims, and life outside of the Strip, while improved in the way of protection, remains hardscrabble for most wastelanders. With new borders, comes new resources. Technology was recovered by the hundreds of pounds as more areas were annexed, and soon, recruitment for a more practical military service remains in the process of gaining junior members as it has recently hit the thousands.
The Articles of Confederation of New Vegas and Surrounding Townships was officially drafted on the 25th of March, 2300, as a means of truly binding the settlements of the Mojave together into a nation overall. It bears a striking resemblance to the Articles from early American colonial history, proving House's excellent knowledge of pre-war history, so as not to repeat the many mistakes made by humanity in the past. The Nevada Confederation, now a sprawling, moderately prosperous nation, continues to build up its might in all forms so as to prepare itself for furthering relations with the outside world as the date of the summit grows ever closer.
Government Type: Authoritarian Dictatorship
Economy: New Vegas, the capital, specializes in gambling and a variety of other vices to rake in income. Due to the amount of visitors per year, the Strip is the most wealthy city within the Confederation, and is projected to remain that way until other settlements can fully develop. These other settlements (i.e. Goodsprings, Primm, Westside) mostly specialize in Brahmin and Bighorner herding, skinning, and butchering. Agriculture is a profitable industry as well due to rich soil in the mountains, along with scavenging and trading, which take in low income but are still common ventures nonetheless.
Culture: The culture of the Nevada Confederation is diverse and completely reliant on whomever rules or settles upon a town within the nation. Most people in the wasteland outside of New Vegas are relatively poor, however, they still make decent living in a number of industries; under the protection of human and robotic military forces, the flow of business and public peace is never broken.
Military: The military of the Nevada Confederation is very large, and currently undergoing massive reforms in order to pave the way for new, human forces to be added to its ranks. Due to the immobility of Securitrons in various circumstances, Mr. House has proposed this idea to most of the heads of Nevada's larger towns, and with that, has gathered a large pool from which to draw from for this new army.
Securitron Army- (OOC: I figured securitrons would be a subject of some controversy due to slight OPness. I added in some weaknesses to make it fair.) The number of the Securitron Army is a mystery and is speculated to be at least within the tens of thousands. Each upgraded Securitron Mk II is armed with the standard X-25 Gatling laser and 9mm submachine gun, but now wields M-235 missile launchers along with a set of G-28 grenade pods. While this is an incredibly intimidating armament, House has found that they are slower with their new equipment, and remain rather immobile in situations that require human abilities, such as climbing a hill, swimming, and even fitting through a doorway unscathed.
Nevada Confederate Corps of Volunteers- The Nevada Confederate Corps of Volunteers, or simply NCV, is House's new human addition to the military of Vegas. They currently number only up to about 8,000 men and women, but are highly trained and well-equipped. They are gaining in number by each year, and in many cases, the only issue of recruitment is the swelling of camps around the Mojave; this is primarily because of the high salary enlisted ranks earn at the beginning of their contract, and the promise of food and shelter. The likeliness of war anytime soon, as well, is very low, and is therefore a high prospect for those who wish for caps or simply to do their part in the maintenance of an independent Mojave. Their current role is to act as a sort of gendarme (Military/state police) for enforcement of Nevada Confederate law around the nation, and to ensure the safety of the Strip and House through discreet means, a duty humans excel in when compared to the Securitrons. Their uniform, a medium-weight, padded utility jumpsuit, has proved itself as a safe and fairly mobile set of armor when pitted against tribes, raider gangs, and even the occasional mercenary outfit. Utilizing horses or air transport as a means to cover the expansive and brutal terrain of the Mojave, their presence is undoubtedly felt among its citizens; keeping a place born from sin, honest. They are an elite force, and continue to serve House faithfully until the sun will set on his glowing empire.
Nevada Confederate Corps of Volunteers (Air Division)- The NCV Air Division, while modest in size, remains an exclusive and rather elite outfit in the ranks of Nevada's military due to their extensive knowledge of aeronautics and the military's role in it. This division numbers around 200 men and women, and its armament consists of varying helicopters and planes that number about 50 overall. While about a quarter of the division are pilots, the others are mechanics and researchers, splitting their time between maintaining the aircraft and innovating in new models.
Religion: Accepted. Mormonism has become popular among the more washed-out citizens of the Strip due to the influx of missionaries from Utah, and has been common in some settlements as well for more practical reasons. Atheism, of course, is allowed and common all across the wasteland.
Views on Mutation: Discriminating. The people of Nevada, usually do not care for mutants. They are still not allowed into the Strip, and militant and peaceful mutant rights groups alike have popped up in remote areas of the wasteland.
Views on Slavery: Outlawed. Every man and woman is free to do what they wish as long as they contribute to society in some way...whether as a farmer, soldier, or even a prosttute.

Description/History: Caesar's Legion is an autocratic, ultra-reactionary, utilitarian slaver society, founded in 2247 by Edward Sallow (also known as Caesar) and Joshua Graham and based on the ancient Roman Empire. Its legionaries are a well organized, culturally insular fighting force that mainly operate east of the Colorado River and the Grand Canyon, in the former state of Arizona. Ever pushing east, their capital is the city of Flagstaff.
In the year 2246, the Followers of the Apocalypse sent a group of nine members to the Arizona wastelands to study the region’s tribal languages. The group included Follower Edward Sallow, who met with the New Canaanite missionary Joshua Graham, a specialist in tribal dialects. Not long into their travels, the group was captured by the Blackfoot tribe and held for ransom.
At the time, the tribe warred against seven other tribes, and suffered from a lack of skill in warfare. Against his companion’s wishes, Sallow aided the Blackfoots to save him and his companions from their captor’s enemies, giving them knowledge in gun maintenance, small unit tactics, explosive improvisation, and military strategy. The tribals admired Sallow so much that they made him their leader. With that, Sallow took the name Caesar, and began reorganizing the tribals he commanded into the Legion.
Caesar established warfare policies in the Legion based on the concepts of divide and conquer and total war. The Legion defeated the region’s seven tribes from weakest to strongest, and completely dominated each faction’s land and people. The people conquered in campaigns were conscripted, enslaved, or killed. Caesar saw the tribes “playing at war,” and tribals viewed his tactics as foreign, as their warfare consisted of skirmishes that never escalated into major conflicts.
With the combined leadership of Caesar and Graham, declared the “Malpais Legate”, the Legion led campaigns against more tribes, forming a fanatically loyal army with their captives. Eighty-six tribes had been conquered by the year 2271, and the territory Caesar led formed the most powerful society east of the Colorado River. When the legion came upon the ncr, caesars legion attacked in attempt to control the region, sadly in the first battle the legion lost. As punishment for a loss Caesar had Graham covered in pitch burned and thrown off the dam.
In the years to come Caesar gathered strength and lead another battle against hoover dam with a new Legatus, Legatus Lanius. He lead the legion to victory and claimed the dam and the territory.
In the next 10 years Caesar died of a brain tumor and the legion was left to Lanius,
However one Decanus challenged Lanius to a battle, the winner would gain the leadership of the Legion.
Lanius Accepted, and a battle ensued in an arena to decide the new leader of the legion, in the end the challenger managed to defeat Lanius and cut his head off and stuck it on a pole to show his strength and determination in victory. The challengers name was Brutus and he became the leader of the legion
Over time the legion continuously absorbed more tribes causing strength to grow. Their land grew and they maintained fear upon their enemy.
Government Type: The Legion is based completely after imperial rome
Economy: The Legion has their own Currency and their currency is the only currency used In their territory. The Legion Relies heavily on Slavery as a huge part of the economy. These slaves are used to do work and are often traded around. In Legion territory caravans and trading are also a huge part of the economy as caravans can roam the territories without worrying about raiders.

Military:
Ground Soldiers: The Legions army is completely lead by Brutus. In addition to this, the Legion's forces have two special branches, the frumentarii, who are tasked with infiltration and subterfuge, and the Praetorians, whose sole role is safeguarding the Caesar. A few are also assigned to protect the Legate. According to Ranger Andy, the Legion also uses child soldiers.
Legionaries are not organized by rank but by direct combat experience. The most inexperienced of them, recruits (equivalent to pre-Marian Hastati or post-Marian auxiliary skirmishers), wear the simplest of garments and are usually marched in the front line. Survivors of multiple skirmishes can expect to be recognized as prime legionaries and considered for decanus status, or may simply be marched in the middle of the ranks (equivalent to the pre-Marian Principes).
The most experienced of Legionaries, veterans (equivalent to pre-Marian Triarii), make up the rear guard and join battle only if recruits and prime legionaries fail to meet their objectives. This practice is not a matter of rewarding elite soldiers for their service. Instead allowing the Legion to hold the best warriors in reserve, the practice forces an enemy weakened by previous waves to engage the fiercest Legionaries.
The main commanders, centurions and the Legate, are also the deadliest members of the Legion. Unlike their counterparts in the NCR or any other organization, each has reached their rank through their battlefield accomplishments, and their armor reflects that fact - it is made up of trophies taken from defeated enemies.
A special post in the Legion military is the Vexillarius (standard-bearer). The standard-bearers carry the sign of the Legion into battle and act as rally points for Legionaries.
The discipline of legionaries is absolute. In combat, they obey every order without question and if needed, will gladly sacrifice their lives. The reason for this is simple: punishment for failure is severe. Legionaries that fail will be lucky if they escape with their lives. Those that fail will often be crucified or hacked to pieces by Praetorians in front of Caesar. It is also possible that the Legate will invoke decimation, where every tenth legionary will be beaten to death by his comrades as punishment. Life expectancy in the Legion army is low - any Legionary who can survive extended service is a formidable opponent.
Air force: Due to the lack of any Navy for since they have little territory in range of water their airforce tends to be extremely well organized and powerful to compensate for lack of any kind of Navy. The Legion has acquired and repaired many planes to suit the needs of those in battle. Many Planes acquired are used to drop an extensive amount of bombs on the enemy forces then attacked with a huge amount of ground force. Though there is a portion that is dedicated to Anti-Air attacks.

Religion: The Legion follows the Cult of Mars, created by Caesar in 2250 after claiming he was the Son of Mars. Members of the Legion believe that the war god cleansed the Earth with fire so that Caesar could conquer the Earth and save it from chaos. Most members of the Legion are oblivious to their society's basis in Ancient Roman culture, and believe that their customs were dictated to Caesar by Mars himself.

Description/History: The Republic of Sierra Madre was founded shortly before the Second Battle of Hoover Dam by Father Elijah and Wayne Markson, a former scientist from Vault City. The duo met in the crater of Big MT, Wayne had left for the facility after discovering a cryptic entry in the Vault's database mentioning an advanced research facility containing wondrous technology, technology he believed could change the world. Upon meeting Elijah Wayne found someone who shared his vision, albeit a slightly different version of it, and a man who possessed the intellect and resources to accomplish his goal.
They stayed in the crater for several weeks formulating a plan and fiddling with the technological wonders held there. It was when Elijah mentioned the Sierra Madre and his plans for the technology there that the pieces began to fit together. With technology from Big MT and a small army of robots in tow, they made towards the Madre.
After the Galla Event was triggered and the Casino breached, the real preparations begun. Vera's broadcast was taken off the air and replaced with a new message, one that promised safety, security, and a chance to begin again. Many flocked to the message being broadcast across the wastes and soon the Villa began to have a surge in population. The Madre was deep in Legion territory and patrols had already been spotted nosing around the area, the broadcast was taken down and the Villa went silent, not to be heard from until after the Battle of Hoover Dam.
The Legion, weak from it's losses at the Dam, struggled to keep itself together after the death of both Caesar and his Legate. Seeing the Legion in it's weakened state, the small enclave of the Sierra Madre launched a coup de tat and forcibly seized control of Legion territory, driving them off with it's combined forces of holograms and robots. After that the Madre fell silence once more, biding time and building strength for what would become it's second show off force.
Once House began to assert himself as the ruler of the Mojave he sent scouts and securitrons out to capture areas of interest, Big MT being one of them. The Madre lied in wait for House's scouts and took them by surprise, killing all but one. The lone survivor was sent back to Vegas with a warning not to meddle in foreign affairs and to fear the consequences, the symbol of the Sierra Madre burned into his back.
Since then the Sierra Madre has became even more off a legend in the eyes of the people, whispers tell of half machine men patrolling along the border and ghosts firing beams off light at any who dare to come close. So far, these rumor have never been proven or dis-proven and only time will tell if they come to be true.
Government Type: Tribunal Dictatorship - The Madran government is run by three representatives from the military, scientific, and civilian sector. Each member controls their respective area of expertise and decisions regarding the nation are reached by vote, with each member having equal say in the matter.
While the Tribunal handles the main governance of the nation there are several other departments that are responsible for lesser governmental functions. One of these is the Department of Citizen Resources which handles propoganda and only adds to the strong nationalistic feelings already present.
Economy: The Republic of Sierra Madre has a closed government run economy that allows for strict economic control and maximum efficiency of resources. Due to their isolation the Madre has no imports or exports, instead relying on their own economy for whatever they need. If markets were ever opened with foreign nations the Madre would have large numbers of technological goods for sale but an influx of foreign goods could damage the Madre's relatively un-developed economy.
Culture: The Madran culture is one of luxury and excess, it has one of the highest standards of living in the post-war world. Eccentricity is the norm among the Madran upper class, many of build lavish estates and spend their time holding lavish parties and living out whimsical fantasies. A form of trans-humanism is currently popular among the wealthy, many are spending large sums of money on various robotic enhancements and implants in the hopes of prolonging their lives. This has transitioned into the medical field as well, many hospitals are now offering top of the line prosthetic organs as a more durable alternative to typical transplants.
Military: The Madran military receives one of the highest budgets in the nation, second only to R & D.
-Army: The standard load out for Madran soldiers is an Assassin Suit with Mark 2 Holorifle, along with several canisters of cloud for crowd suppression and cover. The standard load out also includes a number of implants and prosthetics that allow raise combat effectiveness. The only downside is that removal of the modifications is currently unavailable, proper removal would take years of surgery and many more for recovery and therapy.
Mechanized: The Madran military sometimes utilizes it's heavy weaponry in combat, this arsenal includes 7 howitzers, 3 Sherman tanks, and a fleet of armored transports.
-Navy: Non-existent, the Madre is landlocked.
Air Force: Small number of Pre-War fighter jets and bombers, rarely used except for heavy warfare and military parades. The main workforce of the Madran airfoce are Huey helicopters and C-130 transports outfitted with various weaponry.

Description/History: The Midwestern Brotherhood was originally founded by a rouge group of Brotherhood dissenters who believed that the Brotherhood was too closed minded and stuck in their ways. After traveling to the Midwest sometime after the events of Fallout 1, they established themselves as an independent faction in that region: operating very differently from the Brotherhood back West, such as allowing for the recruitment of wastelanders and a desire to bring expand and bring order to the lands under their control.
Years later the Midwest encountered a fearsome enemy in the likes of the Calculator: a corrupted robotic AI system bent on "pacifying" the wasteland of all life forms. After a bloody conflict with the robotic menace, the former leader of the Brotherhood, Simon Barnaky, merged his brain with that of the Calculator's AI systems: becoming the calculator himself. With Calculator and Brotherhood forces joined, Barnaky expanded Brotherhood territory from Chicago all the way to Cheyenne Mountain in Colorado, and began a systematic enslavement and "containment" of all mutated "non-pure" life forms. The feared Midwestern Inquisition being his instruments for the rooting out of genetic divergence within the population.
Under Barnaky, the Midwest became a large Empire spanning nearly half the continental U.S., and his harsh measures left thousands of mutants imprisoned or dead. However, the end of Barnaky’s reign came very quickly and surprisingly when an unknown and highly contagious plague struck down from northern regions, infecting a large proportion of the population. Unable to combat the viral enemy with either containment or quarantine procedures, the Brotherhood’s citizenry began dying off in droves. At the same time, a massive malfunction in Vault Zero’s systems caused the immediate death of Barnaky, and the destruction of the Vault, which left the Midwest leaderless and lost without their veritable God-king.
However, a new leader arose from the ranks of Barnaky’s once greatly feared Inquisitors, and was able to rally the Brotherhood together. Realizing that they could no longer hold the vast majority of their empire together, the new leader (who would become the Brotherhood Patriarch) led the Brotherhood on a migration to the core region: which was once the states of Pre-War Illinois and Missouri. Deciding to abandon the administrative capital of Chicago, the new capital was declared to be the city of “New St. Louis” and the rebuilding process began in earnest.
After seeing the destruction and near complete annihilation of their people, the Midwest had a rapid change of heart concerning their mutant comrades, and under direction from the Patriarch, a new doctrine of toleration and peace was preached. Welcoming of the new regime change and forgiving of past transgression: mutants, ghouls, humans, and deathclaws began to rebuild their shattered society side by side. Finally wiping away the hated stain of Barnaky’s reign of terror.
Many however, still clung to the old ways despite this turn of events, and worshipped Barnaky in secret: plotting to overthrow the new Government and restore a policy of mutant extermination. These Barnaky loyalists (both human and deathclaw) went into hiding, taking up positions in the government and military, and all the while biding their time.
Steadily however, prosperity began to return to the region. Crops were sown, houses and farms were built and plowed, the cities of Jefferson and New St. Louis were expanded and further built up, and scouting expeditions were sent north to reclaim their northern territory by Chicago. After several decades of this peace, the Brotherhood eventually caught wind of rumors of another Brotherhood group in the D.C. region. A small scouting force was sent to investigate and contact was established with Elder Lyons and his Brotherhood. A welcome invitation was extended to the Elder, as well as an offer of a position of High-Elder and lands for his soldiers. Seeing a chance to escape further war with the Enclave, and hopeful of the promise of a better future in the Midwest, Lyons agreed and left with all the men at his command. As he was leaving however, the Enclave violated a previously arranged peace agreement, and attack Lyons as he was departing for the Midwest: killing many. Seeing this as a wanton act of murder, there were many calls within the Midwest to retaliate and send a force to destroy the Enclave once and for all. However, these calls were eventually stifled by the isolationist faction and the secretive Barnaky loyalists. No reprisal was therefore made, but thereafter the phrase “worth the Enclave’s words” became a popular phrase to denote something of little to no value.
Despite this, Lyons was given his promised position of High-Elder, and his surviving forces were gifted lands and titles of their own. The Midwest thus continued much as it had for the past few decades, and despite increased tensions with the Enclave along its border, life continued to be prosperous and relatively peaceful.
Government Type: The Ecumene is unofficially a “Theocratic Cultural Hegemony,” which is a fancy title which essentially just means that a ruling body (with religious significance) makes the rules and cultural norms for the larger majority of citizens. The most important way this features into play is the laws regarding the treatment of mutants and the enforcement of racial toleration under penalty of death.
The ruling body of the Midwestern Brotherhood is the "Synod" of Elders, which is overseen by the Patriarch of the Brotherhood: who is "first among equals" on the council. While a position of great respect and spiritual importance, the Patriarch is not a dictator and does not necessarily hold more power than the rest of the Synod. The Synod itself is composed of several hundred “High-Elders” who collectively represent a diverse mix of the various 'races' within the Brotherhood: including humans, ghouls, super-mutants, and deathclaws. The Synod sets laws and acts as the highest authority for the Brotherhood on both executive, legislative, and judicial matters.
The territory of the Brotherhood is also split up into various smaller provinces, which are ruled over by Paladin-Lords (not unlike a feudal state). By far the most powerful of these Paladin-Lords is the super-mutant Paladin-Lord of Jefferson: the second largest city in the Midwestern Brotherhood.
Economy: The two most significant exports of the Midwestern Brotherhood are the advanced technologies they produce (sale of military armaments is heavily curtailed, but more peaceful technological products are readily traded) and, perhaps most importantly, agricultural products. The territory of the Ecumene is immensely fertile, and has been for quite some time. The area is, for the most part, green and relatively lush and temperate in comparison to other post war regions. This has allowed the Midwest the opportunity to take great advantage of the fertile soil and thereby produce a variety of crops both for domestic use and trade. Including (but not limited to) corn, wheat, cotton, beans, and other various food products.
Both of these exports (technology and agriculture) are traded to tribal peoples and other national groups that the Brotherhood has contact with. The two major rivers (and the various smaller ones) which flow through Brotherhood territory, the Missouri and Mississippi, are heavily utilized for the transportation of goods both up and down river largely through the use of river boats and barges. Like the NCR, the Midwest also has a limited system of raillines which are used to transport goods and people via freight trains.
Culture: The Brotherhood is a society based heavily around agriculture: as the soil of their home is surprisingly fertile. Most of the common people are either farmers, or their work is tied in some way to agriculture. The only two major cities are the capital at New St. Louis, and the city of Jefferson. The rest of the territory is dotted mostly by small hamlots and villages, with some larger towns acting as "capitals" of provinces. The Brotherhood, despite its past, is also completely tolerant of mutations. As might be expected, prejudice against mutates (or humans for that matter) is outlawed. As a result, the Midwest is a unique sort of culture where mutates and humans live together in relative peace.
The Midwestern Brotherhood is also heavily religious. Originally, when Barnaky held control, he was worshipped as a veritable living god. Following his defeat though, a different polytheistic religion has taken the place of the Cult of Barnaky. Little is known about the religion, except that it involves the worship of a pantheon of vague spiritual deities, which tend to represent facets of life in the Midwest.
As a side note, the culture of New Saint Louis is heavily based in extravagant pageantry and political posturing (largely to the complex and scheming politics of the Synod and its associated bureaucracy, which is collectively called the “Midwestern Curia”) and the citizens of the capital typically dress in more ornate and richly fashion than those of more rural areas.
Military:
Regular forces:
The military of the Midwestern Brotherhood is composed of the Knights, Paladins, and other supplementary forces of the Brotherhood's military arm which form its core of professional soldiery made up of humans, ghouls, and super-mutants. While common people within the Brotherhood may be conscripted in times of war, this is typically not done unless there is a time of great need. In which case the various farmers and common people will trade in their plows and shovels for rifles.
Otherwise, the Knights and Paladins operate in a sort of quasi-feudal system. Owing their loyalty to local Paladin-Lords, and protect these lands in the case of a raider incursion or other such small threat. In the case of a larger war, the capital will call upon these Paladin-Lords to send their Knights to form a greater army, from which a commander would be appointed to take control of the national army.
Some Knights however, don’t necessarily owe loyalty to a particular Paladin-Lord and instead form a standing force commanded by the government in New St. Louis. These forces are typically assigned to protect roads, patrol the borders, and make offensive incursions into raider or hostile territory if needed.
In addition to its regular military forces, the Midwestern Brotherhood also retains control over the remnants of the Calculator's army. While the ability to produce them constantly in great numbers has been eliminated with the destruction of Vault Zero. The MWBOS still retains factories in New St. Louis which are able to produce these robots. Since the Calculator has been destroyed, the robotic army is now overseen by an advanced AI system located in a bunker in New St. Louis. These robotics forces range from the common Humanoid Robots, to the more rare (and powerful) Behemoth Class robots, which can be the size of houses.
Deathclaws are also a powerful asset to the Brotherhood's military, and while they do not fight as regular soldiers: deathclaws are used to great effect to both weaken an enemy's morale, and to act as powerful close-combat specialists. Their bravery and lust for combat often means they are deployed to the front lines of an engagement.
Armaments: Most Knights and Paladins are issued standard laser rifles or plasma weapons, with heavier shock troopers being armed with weapons such as the gatling laser, minigun, or missile launchers. Conscripted forces (should they be present) are usually armed with assault rifles or similar weapons.
The armor used by both Knights and Paladins (super-mutant, ghoul, and mutant) is the Midwestern Power armor, a post-war version of power armor uniquely created by the Midwest. While more durable than combat armor, its roughly equivalent to T-45d in terms of durability.
Air Force: The Midwest maintains a force of Hellion fighter jets, which are piloted by highly skilled individuals. They are rarely deployed, but are sometimes used for shock and awe effect on hostile tribes or raider groups.
Navy: The Brotherhood essentially doesn’t have a navy in the traditional sense, as they are land-locked and the territories around the Chicago area are sparsely populated and under-used (making a full time naval force in the Great Lakes impractical). They do however, maintain patrol boats and smaller river-warships for patrolling the rivers in their territory and securing their trade posts and river-based shipping.
Unique Forces:
The Midwest maintains a few unique cores of specialist military forces including:
The Cataphracts: A specialist band of unusually heavily armored super-mutants (heavier power armor than standard knights or Paladins wear) whos job is typically to handle the roughest of combat situations. Using both ranged and melee weapons.
Deathclaw Hunters: Packs of deathclaws in specially fitting ‘deathclaw’ armor which charge enemy ranks and deal great havoc and damage with their razor sharp claws.
Midwestern Recon Corps: Lightly armored forces typically used for scouting and recon duty. The majority of the Recon Corp is deployed in the northern part of the country near the Chicago and Great Lakes region. They are expert trackers, scouts, and skirmishers (when needed) and maintain an outpost in the desolate and uninhabited ruins of Chicago.
Honor Guard: The “elite of the elite” which is drawn from the ranks of the Paladins. They are armored in ceremonial power armor with flowing capes and ornate helmets which indicate their status. They are the personal household guards of the High-Elders and, most importantly, the personal protectors of the Patriarch of the Brotherhood.
Religion: The Brotherhood’s religion is rather strange and esoteric. Originally, when the Midwest was an Empire under Barnaky, Barnaky was worshipped as a living God. However, after his fall the Midwest, in an attempt to wipe Barnaky’s memory away forever, replaced the cult of Barnaky with a new religion based more on naturalistic gods. The Patriarch is the highest religious authority, and various Brotherhood Ministers (who replaced the once feared Midwestern Inquisitors) attend to religious duties, as well as serving as local judges.
The cult of Barnaky however, was not completely extinguished, and while it is officially outlawed, there are some who still practice it in secret.

Views on Slavery: The Midwest’s views on slavery is rather complex, and something of a dark mark on its otherwise good record. Slavery against “innocent” humans and mutants is officially outlawed. Enslavement of raiders and other enemies of the Midwest however (prisoners of war etc.), is seen as just and proper. This has unfortunately various led to instances however (although not necessarily under sanction from the government in New St. Louis) of Midwest forces attacking tribals and other outlying groups based on a trumped up casus belli, and enslaving the inhabitants.
Typically most slaves either work the Midwest's plantations, or serve as household servants.

Territory: Northern Nevada, Idaho, Montana, Wyoming, North Dakota, South Dakota
Description: The Desert Tribes are actually many smaller nomadic tribes consisting of a number of large clans in each tribe.
History: History is kept for each tribe through an oral tradition known as a Dusty Trail. This is usually trivial details of who was the chief and who was the augur and lineage. Sometimes there is mention of battles or other disasters.
Government Type: Each tribe is ruled by a council of clan chiefs from each clan. When many tribes wish to make a decision a tribal chief is sent from each tribe's council to form a council of tribes' chiefs. If it is war they are electing a war chief who is elected from among the tribal chiefs. The war chief can be replaced by a vote or by another tribal chief challenging the current war chief called a 'right to challenge'.
Economy: The Desert Tribes trade throughout their territories with temporary trade camps of clan caravans meeting to trade. Most of these camps reoccur at watering holes where traveler's may drink water for free as long as supplies last. The Desert Tribes also allow outsiders to enter their territory to trade and trade freely with any caravans
Culture: The Desert Tribes maintain a variety of traditions for marriage, funerals and tribal ceremonies particular to each different tribe. Each tribe has Augurs who are part time witch-doctors and part time rain dancers and water finders.
Religion: The Desert Tribes each have their own set of taboo unique to their own tribe but all of the Desert Tribes are shamanistic and pray to nature and their tribe's unique spirit animal.
Views on Mutation: The Desert Tribes are ambivalent towards mutation. Many of them are born deformed and their ugly appearance is blamed on an evil presence or curse known as Radioactivity.
Views on Slavery: The Desert Tribes are not slavers but they do enslave their criminals and prisoners-of-war. Slaves can be bought and sold and may earn their freedom through of a tradition called Remembering Freedom in which nobody remembers anymore how the slave became enslaved.
Military: Each clan trains their own braves who become warriors if they defeat an enemy in combat. Warriors may become professional full-time combatants from several classes: Dervishes, Elite Warriors, and Dust Devils. Slaves may also be recruited as Slave Fighters. Each clan has about twenty or thirty full time warriors.
Population: There are forty-nine tribes and about a hundred clans in each tribe and an average of six hundred members of each clan. The total amount is about three million population.

Description/History: In 2221, the Brotherhood of Steel officially packed up shop and moved out of California due to the elders becoming increasingly wary of a growing NCR. Rather to risk all-out war with the NCR, they decided to head eastward, into the land that was formally known as the Pre-War state of Texas, a land that would prove to the Brotherhood's paradise and future land of their fledgling nation.
After what seemed to be an eternity of traveling, the Brotherhood of Steel had finally found its new home: a major Old-World city known as Houston. It was here the Brotherhood settled down, regrouping their forces and beginning again. Various vagabonds, ruffians, and tribals were ruthlessly assimilated into the rapidly strengthening Brotherhood. They rebuilt Houston (renaming it "Varset"), thrived off its land, and spread throughout much of the Pre-War state, claiming other major cities such as Austin and Dallas.
13 years had passed, and the Brotherhood grew into a powerful people. It was then a revolution of sorts occurred. With the casting off of the Codex of the Brotherhood, many felt that they were more than just merely the Brotherhood of Steel. Feelings of nationalism overtook the masses, reaching up to even the highest of the Brotherhood's ranks, even unto the High Elder of the Brotherhood at the time, Geoffrey Harlond. High Elder Harlond decided to rally the people to this cause of independence from the old ways, and by way of striking down those who opposes him, a new nation were born, a nation known as the Adamas, with High Elder Harlond being crowned as their ultimate leader, and the first Chancellor.
Years passed and Adamas grew. The force of the military's technological and martial might, it expanded across a great portion of the Pre-War state, ruthlessly cutting down any who might dare to resist the newly-forged Adamas’ iron will and assimilating the broken people into citizens of the new nation. The Adamas was finally beginning to look like a proper nation, and the people rejoiced at their success.
It was during this time Harlond passed away mysteriously, leaving only his apprentice and a vacuum of power in his absence. The nation mourned, and built many statues of Harlond as a way of showing reverence to the first Chancellor of Adamas.
More misfortune soon ensued. With the Chancellor, the de facto ruler, dead, the generals of the army clambered to get the most coveted position in Adamas. On the brink of a civil war, a man by the name of Aiden Griff, the late Harlond's apprentice, stepped up and ceremoniously claimed the title of Chancellor due to the revelation that Harlond had groomed the man from a small child especially for this task, and left a holotape detailing his wishes. The people rallied behind their leader's apprentice, and Griff officially took the mantle of Chancellor.
Many years passed after that. Various chapters of former Brotherhood of Steel members made their way to Adamas, ranging from various sizes. One of note is the Mojave Brotherhood of Steel chapter, who shortly after the 2nd battle of Hoover Dam, ventured toward Solus in order to seek refuge under the new regime. But Adamas was not Brotherhood as the wayward Chapters soon found out. Though they were welcomed with open arms into the fold, the former Brotherhood Chapters had to summarily renounce their ties to the Brotherhood of Steel and swear fealty unto Adamas and the Chancellor. They accepted.
17 more years came and went. The Chancellor was no longer a young man, but not quite old either. McNamara, the former elder of the Mojave Brotherhood of Steel, is now Chancellor Griff's right-hand man, and follows him unerringly. The Chancellor himself has taken up an heir of his own as well, the lead operator of PSICOM, a faceless man known only as Scorch.
At present, Adamas and its Chancellor are eager to find out the fate of the
Government Type: Completely Authoritarian, but with a monarchy of sorts. The Chancellor is considered the most high, and his word is law. All answer to him, and disrespect to the Chancellor is punished severally. There is however a democratically chosen council of elders that act as advisers to the Chancellor, though in reality, that is all they are: advice givers.
Under the Chancellor are his handpicked viceroys, who serve as his governors of the different sections of Adamas. Viceroys are generally picked from generals in the military, though at times have come from the civilian/political sector. Under the viceroys are the rank of Duke, which acts as a Senator and Mayor of smaller areas of t Adamas, such as individual cities.
Local government officials are chosen via democratic vote with a majority ruling.
Economy: The economy is relatively capitalist, however, the government of Adamas does not allow for big corporations whatsoever. Any business that large is under the direct control by the government or, as in the case of the arms market, the military. This policy was designed to ensure that despite any sort of individual prosperity, the nation's economy was firmly in the hands of the Government.
As far as economic strengths, some of the major things Adamas relies on are its fishing and agriculture industries, though the focus is steadily shifting towards the manufacturing and construction industries.
Adamas also takes great pride in its arms market, where they mass produce various kinds of weapons and armors for different sorts of reasons.
Culture: The culture of Adamas is almost like one would find in a feudal era, with many different things resembling the serf system. A staple of Adamanite society is the caste system of Adamas, which include the slaves, lower class, middle class, military, upper class, and finally, Chancellor. Despite the caste system, Adamas seeks to provide the best medical care and education possible so as to increase the future prospects of the nation.
The architecture in Adamas also greatly resembles something from a feudal time. Many structures and streets are made of stone and brick, and many statues of military leaders, viceroys, and the past and present Chancellors line the streets, especially in the larger cities.
Another staple of Adamas' society is something they kept from their days and the Brotherhood, their love of technology. Technology has been integrated into as many facets of life as the government of Adamas could possibly manage, and they are always looking for new ways to improve and integrate
However, there is one difference from a feudal era. As much as possible the lower, middle, and upper class are to be treated equally, and the old "We are all brothers" mentality from the Adamas’ days as the Brotherhood of Steel remains just as strong now as it did back then, with it being almost a focal point in society.
Military:
The Military of Adamas is a major part of the nation itself, and as such, pride themselves on being as strong as possible. Like in the Brotherhood days, the ranks of Knights, Paladins, Scribes, etc. have remained mostly the same, though a few noticeable changes have been made here and there. There are three branches of the military, and a fourth Special Forces branch.
Adamas Army: This is the land branch of the military, and the biggest. Consists of Initiates, Knights, Paladins, and a new rank, Guardians. Armor usually is a T-51b suit painted in either desert or urban camouflage. Weaponry includes, but is not limited to, pulse or plasma rifles, different types of Gauss weaponry, Plasma defenders, Tesla canons, and the occasional higher-tier conventional military-grade firearms. Vehicles in use by the military are a Post-War variant of the Humvee.
Also serving with the various squads of the army is a single Mr. Gutsy or Sentry bot.
Adamas Navy: On par with the Air Force, the Navy consists of old Pre-War US vessels such as destroyers and the like. In times past, the Navy was used to defeat various pirate gangs that plagued the land before the Adamanites arrived.
Adamas Air Force: The Air Force consists of Pre-War and Post-War Huey designs for the helicopters, and a few Pre-War Cessna A-37 Dragonfly model jets.
Special Operations: Sentinels
Sentinel operatives are the best of the best Adamas has to offer. They only serve the Chancellor, taking orders from no one but him. They are commonly used as assassins and infiltrators for the most dangerous of missions. Armor is a U.S variant of the Chinese Stealth Armor, reinforced with ballistic mesh and ceramic plating. Weaponry varies from mission to mission, but the most commonly used weapons are Gauss weaponry, and pulse-based rifles. Operatives do not have a personal life, and are training for combat almost constantly.
The thing that stands out most about them is the fact that they rarely take their helmets off, only doing so when absolutely necessary, such as eating in the field (and even then, only with fellow Sentinel units around) and hygiene activities. In any event, they will never do any of these things publicly, always opting to do them either secluded from other soldiers/civilians or with fellow Sentinel units. They also have the habit of being rather emotionless, which has led to a sort of urban legend that they are some sort of machine or apparition.
Views on Mutation: Mutants are a rather interesting topic in Adamanite society. Originally, mutants were considered nothing more than abominations that needed to be purged from the world, and were generally treated exceedingly harshly. However, when the current Chancellor took office, he pushed his own views on the society, viewing them more as an asset rather than scum needing to be purged. Ghouls gained the status of the lower-class citizenry, quite the step from being killed openly in the streets for sport or being used as slaves. Many find work in the construction business, their superiors finding their radiation resistance invaluable. While some still look unfavorably on them, they are now considered citizens are have all the rights a normal non-mutate might, though prejudice still remains a problem especially in the outer regions of Adamas.
Super Mutants however, are a completely different story. The Adamas populace, knowing what the Super Mutants were originally intended for from their days as the Brotherhood, respect them and welcome them with open arms. They have so much respect for them that they have the exact same rights as humans, and if they are citizens, are more than capable of holding a public office.
Views on Slavery: While the citizenry are not allowed to be put in any sort of slavery, no one truly cares about it so as long as one of their own is not subjected to it. This means that while they can't become slaves themselves, there is no law banning the use of slaves from other sources. As such, nations that utilize slavery are looked upon the same by the Principality as those nations who choose not to do so. The servitude of mutants in particular is quite common, so as long as the mutants in question are not Super Mutants.

Shady Sands: 17:26:03 June 17th, 2314: Third day of the Senate Meeting on International Relations
The meeting had run later than anyone would have ever expected. A few weeks ago if anyone had been asked about the Republic’s opinion and stance on foreign powers they would have just given a blank stare and start talking about how the Legion is bad or how they love Vegas. For years the New California Republic and after them the California Republic had been gathering data and information on their neighbors near and far, but none of the information was ever made public. The government though it was best to keep the public in the dark about the state of other large groups unless they had a direct effect on the republic. After today things would change as they planned to make all the knowledge they had public.
Inside the Senate building Senators and other important officials prepared to end the conference. Many representatives old and young sat with tired looks occasionally yawning and stretching ready to hear the summarization of what had been discussed during the past three days. The president, Tim Schrader, had been absent the first two days for unknown reasons but was present for the third day brought up to speed and made familiar with everything before it had started. During the entire meeting he had made it clear that the leaders of the known and unknown nations and factions on the North America continent needed to be brought together to improve knowledge and relations about one another. Some of the people supported this idea while others shunned it in favor of not dealing with anyone unless they had to. However, the final verdict wouldn’t be made until a consensus by the citizens and Senate was made.
As the meeting concluded thousands of people had gathered in the square outside the government buildings anxious to hear what the President was going to announce soon. It was by far the largest political event since the overthrow of the NCR. Vendors lined the streets trying to sell their overpriced food and trinkets to those in the crowd. During the previous days there were tents and booths where people gambled or just enjoyed themselves as they waited. A stage that was used for local entertainment was now hidden behind the mass of people who had gathered on it. It was rare for the President to make public appearances and on matters so many viewed as important there was no doubt a crowd of this size would have gathered. Several minutes after six ‘o’clock it was announced that the President would be addressing the crowd shortly, and when he did appear on the podium two stories above the crowd they cheered and hollered. Once they calmed down Tim straighten his tie and cleared his throat and began to speak.
“Hello people of the California Republic, I hope everyone is doing well and has had a good day.”
He paused for a moment to get use to the flashed from the numerous cameras surrounding him.
“Over the past few days serious topics were being discussed about the neighboring groups and factions that surround us and those who lie far beyond that. Information for some of these groups has existed for decades while some we are just learning about. We know that it wasn’t something we should have kept so secret and for that we apologize. To make it up it was decided that this speech would be broadcasted and televised across the country for all to hear and make their own opinions. Once a sufficient time has passed information will be gathered and a vote could take place on what to do in the future.”
“Now onto what everyone has gathered here for and that is to learn who is out there and what or why they are there. Already so many questions present themselves and we are just as uninformed as everyone else on some of these things so please bear with me. First I will discuss our neighbors the Nevada Confederation home to the fabulous New Vegas and The Legion our enemies for many years. Relations with Nevada are steady and they are good friends. Mr. House still runs things and remains cautious on his expansion, but the trip to the ever growing New Vegas is always worth it. There is nothing particularly new with them. As for the Legion the situation remains bad. Attempts at meetings and peace have always been rejected and their forces near the demilitarized zone are substantial so we are forced to send our loved ones to the front lines in case anything escalates and I want to personally thank them for the service in defending this great country. The Legion is one of our largest concerns and work is constantly being done to improve the situation. For those who live or are visiting the southeast always remain cautious and be careful we are trying to fix the situation.”
“That what we know has been briefly discussed I would like to talk about some of our lesser known neighbors. First is the Concordat States of Cascadia a group of people that share our northern border so they aren’t a familiar name except to those in the north. Little is known about them except there capital is in pre-war Seattle and they control a considerable portion of land that reaches into Canada. They do not pose an immediate threat to us and in the future we would like to reach out to them in order to improve relations and start trade. Next is what we have recently learned is the Desert Tribes a coalition of sorts between many tribes to the northeast of them. Their territorial claim is larger and population seems sparse near our borders as we have apparently been encroaching on their territory for a few years. Everything was peacefully solved and we haven’t heard from them since. It is not sure how we should deal with them in the future so for the time being we will remain peaceful. That is it for those around us, or at least all we know.”
“Beyond that are more groups probably powerful and little is known about them. The first is a group called Adamas, a country situated in pre-war Texas. It was discovered that they were once the Brotherhood of Steel that resided in the NCR many years ago. It seems that they no longer have any connection to the old Brotherhood so we are unsure how to deal with them also. They are a technologically superior group due to their history and we would like to improve relations with them as well in the future. To the north of them is the Midwest Ecumene another group that was previously the Brotherhood of Steel. They are also technologically superior but from our reports it seems like they are recuperating from some internal issues as they are nowhere near as large when they were first discovered. The last two we know of lie far away and have only been encountered by travelers and traders. Very little is known about them except name and that they are currently allowing trade with us so relations could improve in the future. They are the Native Alaska Federation and The Soviet Union. One name scholars may recognize is the Soviet Union, the Russian communist nation from before the Great War. It is not known whether it is a successful continuation of the government or just a name. Anyways that is the jist of the information we known about nations near and far.
“The information doesn’t stop here though; some of us want to invite these groups to our country and fix relations and make new ones. We won’t even stop at just inviting others. In the future we want to explore the wastelands in Mexico and possibly further than that. This could be a great start to turning the California Republic into a great international super power!”
The crowd cheered as the president remained standing and kept smiling. He thanked the crowd before leaving while the cheering continued.
Shady Sands: November 14th, 2314: The International Summit
Soon the delegates and leaders of the foreign nations would be arriving in Shady Sands. They will either land at the Shady Sands airport and be escorted to the Senate building or if they arrive by car they will be stopped near the outskirts of the city and be escorted to the Republic Square the large area outside of the government buildings where the statue of the Lone Wanderer stands in the center. When driven through the city they will go straight through downtown where several companies are headquartered with buildings 10-20 stories high (what I assume is impressive) and a 60 story building that towers over the city which resembles the Chrysler Building that once stood in New York City. Nicknamed ‘The Heart of the Bear’ as a massive insurance company is run from it. From there they will drive through Crimson Park, a large park full of lush trees, well-kept grass, and a manmade stream. The park leads straight to the Republic Square where several thousand CR citizens will be to see the foreigners. The National Archives, the Capital Building, and the Senate Building flank the square from the west, south, and east respectively. Near the entrance of the Senate Building where the representatives will be dropped off is a small security booth there to protect the guests and a small walkway with each nation’s flag in front of a white background. Upon entering the building their credentials will be checked and then they will be lead to the top floor and down a hallway decorated with historical artifacts the most impressive being life size statues and paintings of the Lone Wanderer and the Chosen One. Beyond the two statues that are positioned to appear to be protecting the room is a room with no windows and painted a light crimson color. A circular table sits in the middle with enough chairs for all those who were invited. At their seats are a small flag of their country and several refreshments. Near the two stand two rangers for security in ceremonial clothing and two servers in case any of the delegates need anything. The guests will be welcomed by President Tim Schrader who is already present, the Vice President Kathy White, and the Head of the Senate Franklin Dover. Once the majority of the people are situated and ready to begin the meeting can start.
