Can a player avoid the level up prompt and keep amassing skill xp in order to gain several levels at once? I know that perks can be delayed, but can the level up wait until several are "in the bank"?

yup, you can. Just don't go into that screen. I often stop spending points at lv 9 to delay Dawnguard from triggering. I'll play through much of the game this way. downside is you can't spend your skill points and such. but since I am on the PC I can add those manually if I like.

The thing that I love the most about Skyrim is that you can be what you want to be, when you want to, and how you want to.
I agree. Daggerfall set a standard for me. While Skyrim lacks a couple of things that I would want in a perfect game, it comes real close. I am looking forward to the mod that expands the game into the rest of Tamriel.
I have a would be level 52 save that is still Level 1. I do it so I can load the save and apply level ups and perks as desired. Sorta an instant character if you will. Like Resident points out, just be sure not to go into the Skills menu. Once you do you are forced to level up, and take all your level ups. You can't just take a few and leave a few.
Interesting Idea you have there. Never thought of doing that. With the face sculptor you could change your looks as well and have different character. *starts to ponder*
Works great! Just interact with Skyrim as little as possible while you build your skills. Discover as few places as possible. Don't do any quests, etc.
I usually save my level-ups for when I'm in a tough-battle, kind of use them as an "Heroic Second-Wind" for my characters-- they're almost down for the count, and then get a burst of resolve that fully restores them, and puts them back in the fight. It might be 'cheating' technically, but I like it thematically
