Lockpick "Health"

I'm working for a mod that adds 2 different lockpicks into the game that different "Health" than the current default one. What I mean by "health" is the durability before it breaks if you are picking a lock and are not near the sweet spot. The health of lockpicks varies on the lock level and the player lockpicking skill, but I want to know how you can change the base "health" for a lockpick.

I have searched for about 2 hours on google with many different keywords and found no way of doing this. If you know how please reply! I'd appreciate it greatly.

I would guess it's controlled through a game setting -- there are many of those relating to lockpicking. I don't have the CK open right now, but somewhere in the top menu bar, "Game" or something like that, you can see the list of Game settings and alter them -- try searching for the string "lock" in there and see if anything looks promising. You could also look under the hood of Stealth Skills Rebalanced, which edits many of those game settings (not sure about lock health).
