Is there a certain rank that you have to be to meet with them?
I've always been able to meet them before but now I'm attempting to meet them at a low rank as I'm playing a BoS Scribe and they won't come out,
(I'm a level 2 so am I to low of a level?)

IDK if there's a level limitation, but get the passcode from the bodies to the north near Black Mountain, that will get you in.

No there is no level. There are many ways to meet them.

Ok so I quickly sneaked past the deathclaws got to the 188 got veronica then they let me in
