Skrim's Suitability

I'm sure this question is asked until everyones' ears bleed, but, here goes.
As a present for my brother (he is middle school aged, and rather mature) I want to get him a copy of Skyrim for PC. I'm concerned because our father does not allow us to play war video games, ie Call of Duty, becuause they are "senseless, corrupting, violence," to paraphrase. My understanding from reviews is that the sixuality and language in Skyrim is minimal, but there is a lot of violence, especially in slow motion kill screens (or something of the sort). But violence isn't the POINT of the game, correct? It's about quests, objectives, etc. Can anyone explain how comparable the violence of Skyrim is to games such as Call of Duty? In addition, if anyone has played Star Wars: The Old Republic or the Metroid games, those games were acceptable to the man in charge, so how do those compare?
