I am a level 95 khajiit who has found that the network settings/wifi around your zone may affect the game, even though it has no real link. After 8+ devices linked to my wifi, I found the game got super lagged.
I did also find a fix to the lag, unsure if this has been addressed before - but these steps helped me
1. Save the game
2. Quit game
3. Turn off System
4. Take out disc
5. Put the disc back in
6. Go back onto the game
Anyway, hope this helps. \
