I'm on my 2nd playthrough of FO3. During my 1st run, I found cherry bombs in practically every other toilet in the CW. This run, they're almost as rare as diamond-encrusted truffles. I'm almost to level 27 & have <200 Bottlecap Mines. By this point the last time, I had >300 BCMs. Has anyone else with multiple playthroughs had this happen? Or have I encountered another wonderful Beth/PS3 glitch?

Cherry Bombs and other clutter/ingredients are sourced from leveled lists. The containers are set when you enter the cell. So, if you save before you enter the cell, then reload if you don't get what you want, you almost always see something different. Maybe not what you want to see, but different. Of course, once you take something out (or put something in), then the contents are locked.

I never really cared for cherry bombs but I'd still take them because they took up no weight limit, if I remember correctly. But this hasn't happened to me at all because I remember finding them just about everywhere. If you can't find them, try buying them. I think merchants that sell miscellaneous items might sell cherry bombs.
