Getting rid of shivering isles

I was recently forced to reinstall Oblivion since hours of googling showed no other fix for "unable to load CTL file" other than a reinstall, and naturally I was unable to UNinstall what I had;

Since I have the Direct2Drive version there's no CD, and since it's been many years I couldn't find the installer anyplace. Direct2Drive was taken over by GameFly, and apparently they got tired of having several versions of Oblivion, so I got a OblivionGOTY_rewrapped.zip which was the only choice. That one includes the whole smash, KOTN and shivermetimbers, I never bought shiver because the descriptions didn't sound like anything I'd be interested in. Now I have it, like it or not, and even with DLCShiveringIsles.esp and Knights.esp OFF I still get the "strange door on island" rumor. Disabling Knights.esp works (I did buy that one and played it through a few times so I know what to look for, with Knights.esp checked off the Anvil church is same as plain vanilla and there's no prophet) but if I have DLCShiveringIsles.esp OFF I should not be getting that message.

Further problem, I redownloaded and reinstalled TES construction set plus the patch (no extender, Direct2Drive = no OBSE = can't use anything that depends on OBSE) and now I'm getting a bunch of missing DDS errors in CS for the ground painting set.

Does anyone know;

If there's a way to change whatever the CS list shows for terrain textures so I can get rid of the ones I don't have?

Or, which file or files caused the original "unable to load CTL file" error in the first place? I'd really like to copy my zipped backup of the original game folder to replace this new one and lose shivering isles altogether.
