where the horn of jurgen windcaller should have been

my question is how do you reach the secret room (where you descend the ramp to the bit where the skeletons are.when you go past the flames and around the upper walkway,you can see a chest behind a wall (but cannot reach it.)have always wondered how to get there (as i'm there atm)?
