When can you make Stalhrim armor? : V

So I made a new char that is a skaal. He is going to use heavy stalhrim armor and swords. When do you "unlock" the ability to forge stalhrim? Do you have to do a quest, or do you automatically have the ability after unlocking ebony?

You do a quest where you find the missing Skaal Blacksmith and you need Ebony Smithing perk.

Do I have to finish the main dragonborn quest in solstheim first? I really don't want to as I've just done it

You don't have to finish it but you will have to do a couple of quests.

You'll have to go as far as encountering Miraak in his temple and going to Skaal village for advice- after tat quest you'll be able to do it.
