I've been playing with Skyrim Redone recently and I've noticed that the few people I've brawled starting pulling out their weapons to get into a real fight, but I've read that Skyre doesn't require the Brawl Bug Plugin since it includes it or something. Is there something I'm doing wrong?

Skyre doesn't include the brawl patch. And this bug happens sometimes in vanilla too. Just install the patch. That should solve your problem.

All versions of Skyrim Redone include the brawl bugs patch. If you are having trouble then something else in your load order is causing it. Check if you have any other combat mods that might be affecting it. Installing the Brawl Bugs patch seperately won't do any good because it should be near the start of your load order anyway.
