I own lakeveiw manor so i paid for a veiw of a lake not a dead dragon that wont despawn.

Try to use destruction spells like dual cast fire-bolt on the dragon and launch it over and over again...it should throw the skeleton far away and out of sight. (...after that it should eventually be cleaned up by the game.)
