1) Tweak the lighting so cloudy days are not so dark, and ...

2) Tweak the weather program to produce less cloudy weather altogether.

Is there a weather mod that covers these issues?

Climates of tamriel pretty much deals with that or you could check out the new seasons of skyrim which gives you the option of a winter or summer edition but ive not used it so cant say much about the cloudy weather and you could also check out clear skies which are all on the nexus.

Can confirm, clouds and dark days still there. Just less snow. If you're looking for bright and sunny or tropical the alternatives listed would be a better option.
