Can monsters respawn around the same area and how long does it take for murchets to get thier money back?

Most areas respawn, a few do not. I can think of two big monster-filled areas that do not respawn once you clear them out.

Usually 3 days for merchants to restock, or maybe twice a week for some.

Ok thank you how i know when to go sell more stuff to them.
