LOD issue with certain mountain parts: Engine or mesh?

Hi all,

I've been struggling for quite some time with an LOD texture pop-in issue of certain mountains. I already asked Hein84 and Ewi who say it is either an issue in the INI settings or otherwise something that has to do with the rendering of the skyrim engine. However no solution was found so I thought I'd ask here.
The issue is that even if I can see mountains far away in the distance, there is almost always a certain slab which is showing as a 'grey' LOD texture. Here is a picture with the problem:

As you can see, near the end of the bridge is a rock which is greyed out (i.e. it is using the LOD texture/mesh) even though the mountains further away from that are actually loaded and showed properly. If I move 10meters forward then the texture changes to a normal looking mountain. As you can imagine, this annoys the hell out of me.
I've tried it with mods like HQ LOD, Skyrim Distance Overhaul, Enhanced Distant Terrain etc but this issues always persists. In vanilla Skyrim I am not sure if the issue is there. The bad quality of the original mountains seem to cover it up. In the end, the only solution is to increase uGrids to 7 or 9 but that blows my FPS.
Using MFG console I have tracked one of the meshes as RockCliff02.nif but no matter what addon is used, it always 'pops in' at a very late moment. But it seems like nonetheless the mesh itself is not the issue because I can change the mesh (or texture for that matter) and it still occurs.
Would you happen to know a cause or a solution? Going over the INI files I've fiddled around with the settings under [LOD] in SkyrimPrefs but to no avail ( they were already at Ultra, increasing or decreasing the values made no difference). Hope you got some idea! Thanks in advance for your time!

It's actually possible that the particular mountain piece has an origin point that's still out of rand and renders as LOD because of that. Some of these pieces are very large and span considerable distances. Some of them are as big as an entire cell. So if you're seeing, say, cells 1 and 2 ahead of you but the grey mountain is in cell 3 ahead of you, it won't render properly until cell 3 loads.
