Need help fixing eyes!

I installed http://www.strategyinformer.com/pc/theelderscrollsivoblivion/mod/18148.html and http://www.nexusmods.com/oblivion/mods/1838/?tab=2&navtag=http%3A%2F%2Fwww.nexusmods.com%2Foblivion%2Fajax%2Fmodfiles%2F%3Fid%3D1838&pUp=1 and they made my eyes look like http://imageshack.com/a/img845/4472/ipzr3.jpg. I then deleted the esps and all the meshes and textures associated with these two mods and the eyes are still stuck like that. And not just for me but for all vanilla NPCs. It doesn't affect custom races; only vanilla races. How do I fix this?

Did you try starting a new game with a new character?

It's the infamous Oblivion Googly Eyes problem. You can fix it in Wrye Bash, you can use this fix:

http://www.nexusmods.com/oblivion/mods/37265

From the comments, the mod doesn't work for everyone, so Wrye Bash might be the better choice.

I'm starting new games and it still happens. None of the textures or meshes are in the Data folder any more, and yet it still persists.

How can I fix it with Wrye Bash?

Just rebuild your bashed patch and make sure the Race Records option (on the left) is checked. When I had the same problem, I had to uncheck all the race tweak options to fix it.

Uh, I have no idea what you're talking about with bashed patch and race records. http://imageshack.com/a/img839/8545/wtjs.jpg is what I see.

At the bottom of your mod list should be an esp marked bashed patch. Right click on it and look for the entry that says rebuild patch. Click on that and it will give you a break down of all your mods. If you are uncertain on what you need to do, show us a pic of the screen that comes up when you clicked the rebuild patch option.
