These are a couple useful bugs that I know of.
Deep Wounds (2h sword perk): The second rank increases *all* critical damage by 25%, not just two-handed swords. Not that critical damage is useful in vanilla Skyrim, but it's something.
Aspect of Terror (illusion): Fire spells that can be affected by the Intense Flames (destruction) perk are affected by Aspect of Terror, and gain +10 to their base (before multipliers) magnitude. This, for example, raises the simple Flames spell from 8 base dps to 18, making it rather good.
