I just remembered that there were wild horses in oblivion I think there were near the imperial city couldn't ride them but it was a treat to see the a bunch of them.
Are horses native to skyrim I wouldn't think so. maybe the area around falkreath?

If horses were native to Skyrim I would imagine the plains of Whiterun Hold would be the most fitting for them.
