The Imperial Library is in fact a actual place in the series, albeit never visited. Mostly comes from the Songs of Pelinal, which notes a tome called the Remen manuscripts located there.

"Numerous Elder Scrolls were stored at the White-Gold Tower within a chamber known variously as the Imperial Library, the Hall of Records, and the Elder Library." The Imperial Library is the place we visited in Oblivion.

At least a royal lady from Valenwood would have been allowed in, so it wouldn't be that much lore breaking.

Yes it was the main tower in the Imperial City. The orrery was in the Arcane University. It had at least two floors, connected with winding stairs.

White-Gold was indeed the tower located at the center of the Imperial City. You can see all of the areas of the palace, including the library, here: http://www.uesp.net/wiki/Oblivion:Imperial_Palace

The exact layout of the palace is a tad confusing, especially because I don't think it is properly interconnected like it should be. Think that was meant to keep curious players from reaching areas only meant to be reached in the Thieve's Guild quest.

The Orrery that was part of the DLC was actually from the Imperial Arcane University, which would have housed the OTHER major library in Cyrodiil. It was located on one of the other islands of Lake Rumare, connected to the Imperial City only by a bridge.

In addition to both the Imperial Library and the Arcane University, Skingrad's Cathedral might have, lore-wise, been another important library. This is theorized by me because the cathedral in Skingrad was dedicated to the worship of Julianos, and we know from Daggerfall-era lore that worshippers of Julianos - the so-called http://www.uesp.net/wiki/Daggerfall:School_of_Julianos- was an important force for literacy and learning.

The note, along with the manuscript, was found in the bowels of a forbidden library of the Moth Chantry, hidden from sight between two massive tomes of indecipherable paleographemes.

And of course, there is the http://uesp.net/wiki/Lore:University_of_Gwylim.
