Persistent Graphics Issue on 360 past 1.9

Having just purchased the legendary edition of skyrim after not playing for a long time I installed my disk to the hdd after hearing that texture issues had been resolved. However after installing to the hdd i gained a new issue where in dark areas or at night textures would smear in the direction i turned the camera. e.g. if while looking downward and then turning in a circle, textures would then smear in a circular pattern, it was incredibly disorienting and made treks at night or in caves or other dark areas impossible without a light source. I then uninstalled the disk, cleared the cache, and deleted/reinstalled the TU. While i managed to remove this issue by doing so the original texture glitch has reappeared where textures do not load when you get close to them, it is especially noticeable on characters as they have become incredibly blocky and distorted. Now the textures do not seem to load at all, I have cleared cache as well as reinstalled the TU several times in hopes to remove the bug but nothing has worked. I have also noticed that my disk no longer stops spinning, i have left it sit for as much as an hour at the start screen and still come back to it loading the disk. Hope someone has encountered this who can help with a fix, thank you.

Try clearing the game and system cache again.

Is your HDD full, or almost full. !!!!

Try to delete some stuff you don't need, and install skyrim on a different part of your HDD.

Disable all your autosave features, and won't keep to many saves on your HDD.
