The fix offered by the wiki didnt work for me and I cannot click on the visual effect to use console commands (unless 0000014 is the visual effect but I'm sure its the player since it has the prefix 00). Any suggestions?

I am using mods and the Unofficial Elder Scrolls Dawnguard Patch but as this is not adressed in the patch and none of my other mods deal with dawnguard I assume its a vanilla bug exclusively.

Exiting out of skyrim does not work, neither does leaving the soul carin.

Nope. I foolishly assumed this fix would work so I just continued the game, deciding to apply the fix later.

No idea why, but activating and deactivating TCL seems to have fixed this issue. Strange.

Weird. Glad you found a quick fix though!
