for some reason, my mouse doesn't work at all in Skyrim. I already tried to set the entry bGamepadEnable=1 to 0 (as recommened here: http://forums.steampowered.com/forums/showthread.php?t=2827824), but it didn't help.

check your interface folder inside skyrim directory and look for pccontrolmap.txt file delete it if its there
Is it a wireless mouse? Try changing the batteries. If you recently updated any mouse software (Intellimouse or whatever the name of the logitech or razor software is), then disable that and see if the game responds.
Windows recognize your mouse ??? (Under Control Panel)
Exit your game, unplug and plug in your mouse again.
Other games running fine ???

Nope, it's a mouse with a wire. Also, I didn't update any mouse software. My mouse is a Decus gaming mouse.
Windows recognizes my mouse, and I already tried unplugging the mouse and plugging it back (forgot to mention it in my OP). Also, I'm able to play any other games normally (played Watch_Dogs and FO2 right now without any problems with the mouse).
Couldn't find such a file.
Delete Skyrim - Interface.bsa in your data folder and make sure that you dont have a "controlmap.txt" at...\Steam\steamapps\common\skyrim\Data\Interface \Controls\PC
in fact you should make sure that there is no controlmap.txt anywhere in a skyrim related folder, if you dont need it.
After you did that check game cache integrity again. !!!
