I can't load a save anymore without a CTD and it's taking nearly 2 minutes just to boot up Skyrim.

How big is your save? Did you verify the game through Steam? Although, if you are using many mods, it's probably hopeless.

I don't think I've ever seen anyone pull out from a CTDing save without having a problematic mod or just flat out corrupted save file.

My saves are 8.38 mb, and I'm trying to validate the cache files but it just freezes at 0%

Delete the game and reinstall it, mods too. It's too late for you to get rid of some of your mods as they are "baked" into your save anyway.
