Did you delete your .ini files from your first installation? If you didn't go ahead and delete them now; the files you're deleting are Skyrim.ini and SkyrimPrefs.ini, located in your My Documents\My Games\Skyrim folder. Try to launch the game - with the files deleted the game will write new default .ini files.

If this doesn't work, have you tried verifying the integrity of your local files through Steam?

Yes, all first installation files are deleted, and deleted the installation of steam and download again. But the problem still happens.

I going to try download the game without 3 DLC, for test if one of them are the problem.

Those .ini files I mentioned will not be automatically deleted when you uninstall Skyrim. You have to delete them manually by going to that folder in Windows and deleting them through Windows.

check in my documents->games->skyrim they should be there

Delete skyrim.ini and skyrimprefs.ini and try launching the game.

In summary:

1) Erased the game, and .ini, and didn′t happen.

2) Executed the game like a administrator and dind′t work.

3) Play only the SKYRIM without DLC and does′t work.

4) Low qualitys graphics and does′t work.

Try verifying local files through Steam -

1. In Steam, go your games Library and right-click on Skyrim.

2. A menu will pop up - the item at the bottom of the menu should be Properties; click on that.

3. In the window that appears, click on the tab named Local Files.

4. Click on the bottom button on that page; it's called Verify Integrity of Game Cache...

Steam should check all of your local files and download new copies of any files that are missing or damaged. This may take a couple of minutes, and you may get a message that Steam was unable to re-acquire one file. This is normal. Once this is done try launching the game.

I'm sorry that I can't provide these instructions in Spanish - any attempt by me to do so would cause even more confusion. I hope this gets your game running.
