I use the Stutter Remover to cap frame rates. It's a SKSE plug in. You have to install it, then run the game once, then you have a CFG file that you can go in and edit to set the max frame rates. Some people use Afterburner. Me, I would prefer to use the game to limit frame rates and some thing like Afterburner may not resolve the Physics issues that come from too high a frame rate.

I think the Stutter Remover was just updated with some memory tweaks, but that might be for earlier games.

Skyrim Stutter Remover ?, nexus comes up nil search results, if you type in stutter you get Skyrim Stuttering 64hz Bug Fix, but nothing as an SKSE plugin.

I remember Oblivion Stutter Remover ( OSR by Skyranger1 which was excellent for that game ), plugin for OBSE, and there are Fallout / NV versions of it too.

Is it maybe on a different site ?
