I've installed the game, but when I try to run it in fullscreen, it has this weird boarder (like a web-browser on Windows XP) I don't think this is a resolution problem as I had the same monitor with Windows Vista and it ran fine and I also tried changing it to a resolution Morrowind ran at, and the problem wasn't fixed. I am running Windows 8.1 with Classic Shell, and I tried running it as Windows XP SP3, but that didn't fix it either. Any help is welcome.

Also, can someone tell me where paint is? And just to let everyone know, I voted for windows 7.

Did you choose Windowed Mode in the Launcher (its in the advanced options and I don't think you see this launcher if your using a script extender to launch the game)
