Does Game Difficulty have any effect on hardcoe Mode?
In other words if I sellect Very Hard difficulty will HCM be harder with less items available to craft for healing?

No, they're completely separate. The difficulty level makes enemies tougher (but also increases the amount of experience you can earn), while hardcoe adds all sorts of little things (like survival meters, ammo weight, more healing difficulties, etc.).
Difficultly makes playing the game harder when it comes to NPCs (as they have higher health and are more resistant to damage), as well as they have better detection capabilities and better accuracy. Also things hurt you more, a couple of shots could take you down (and a headshot has the potential to kill).
hardcoe mode makes things more "realistic". You need to eat or you'll suffer penalties and you can starve to death. Same thing with thirst and sleep. Also healing items do not occur all at once, but over more of a X amount over per Y amount of seconds (like 10health/sec for 20 seconds). The same thing applies to food and RadAway. Also ammunition has weight so you'll be limited more in what you can carry around.
hardcoe adds the realism of having to worry about dehydration, hunger and sleep. Your health, limbs and radiation heal over time instead of instantly. Healing isn't as potent and weightless objects now have substantiated weight, such as ammunition. Very Hard only increases enemy damage versus your personal threshold. Enemies have more health and they hit harder. The two aren't mutually exclusive and having either on or both doesn't really alter gameplay.
