Heightmap glitch making strange geometric fissures?

Panels of my map, always square ones, seem to be floating off of the normal plane whenever i make a new worldspace and edit it.

The HEightmap shows the same thing - a sea of dark blue with some light blue rectangles, indicating more height. I've tried flattening it with both the LAndscape and Heightmap editors to no avail.

Does anybody know what's going on with this, and if so, is there a way to fix it?
