i recently restarted a game after many years of not playing a fallout related game. so i have 2 questions. 1 what are the ways you can increase your luck at the tables? (DLC included) and if i start the game with a level 1 luck will i eventuality be able to get my luck up to 10 without using any level perks or and thing of that nature?

There are only 3 pieces of clothing that raise luck by 1, so no.

You've got the Implant or Intense Training perk as well.
