As a wood elf, i can see that my body is a completely different shade of color. Its pretty frightening. Is this a bug?

It is because of a body texture mod or a body model mod.

i dont have any mods.

It's the same in my game, only seems to happen with female characters.

Pale head, darker body.

And yeah, mods have nothing to do with it. PS3 player here.
