I really don't appreciate the fact that after a certain point in a game strong enemies like Draugr Lords are so common. Seems like weaker draugr has become extinct. Even more I'm annoyed by lowly bandits sporting expensive, high end gear like ebony armor. These two points breaks immersion big time

I know there are some mods that addresses it like Skyrim Unleashed and some such. But they usually are large overhauls and some of the changes are not to my liking and there's always compatibility issues with other mods. Is there some minor mod that just puts some cap on these things while not touching anything else? So far the only one like that which I found was Skyrim Scaling Stopper: http://www.nexusmods.com/skyrim/mods/9857/? But it hasn't been updated since 2012 and from the comments it seems that by know it is kinda broken. Is there anything else like it?
