I believe several (but not all) textures that weren't in 2K were increased to that resolution. Sometimes it's only the normal maps that have an icnrease in resolution. When it comes to character textures, I believe they are in 1K but with much less compression artifacts.

So it sounds like Skyrim (with the HD DLC is a combination of 1K and 2K.

Depends. Some are 1024 x 1024, others are 2048 x 2048.
