I'm wondering if anyone else has seen this behavior, and might be able to provide an explanation on how I might try to avoid it again in the future, if possible. I completed the Pilgrimage of the Nine, and triggered the Vision of Pelinal, then ran some of the KotN quests. Later, I was in a Great Chapel somewhere, and tried to use all the altars to get the blessings. 8 of them blessed me, but 2 said I needed to visit the wayshrines - even though I definitely had visited all 9 divines' shrines to complete the Pilgrimage.

If I had done something wrong (that is, gained infamy), so that I lost the privilege to use the altars, wouldn't all 9 of the altars have refused me?

How is it possible to lose the ability to use only a subset of the 9 altars?
