Thieves Guild Fence in Markath : V

Is there a Thieves guild fence in Markath if so where is he at?

Endon, the Redguard, will become a fence once you finish a http://www.uesp.net/wiki/Skyrim:Silver_Lining for him.

All of the fences have an associated quest before you get to use them. If you haven't done the quest, they're not available.

Once you've done his quest, he's normally found up one of the stairways to the right from the entrance of Markarth; he doesn't have a fixed location like most other fences where you can always find him.
