The three hirelings that are available candidates as stewards: Erik the Slayer, Belrand and Marcurio are bugged and rarely (if ever) get the correct dialogue to become your steward. The http://afkmods.iguanadons.net/index.php?/files/category/95-unofficial-patch-project/ (PC users only) fixes this issue.

If I've got this right you have a steward that is NOT Belrand. Belrand is a follower. I believe that when you dismiss a follower or tell them to wait (for too long) they will return to their place of origin with whatever idle animations they had before they followed you. If you want Belrand to stay you would probably have to marry him in order for it to work or find a mod that would allow you to do it differently. Sorry I couldn't be of more help, but I believe that is fairly accurate. Cheers!

The easiest way to do this is to use a follower overhaul mod such as http://www.nexusmods.com/skyrim/mods/12933/? or http://www.nexusmods.com/skyrim/mods/15524/?. Either of these will allow you to assign custom home markers to any follower in the game, assign various outfits for them to wear while they sandbox in their new homes, and more.
