This quest is STILL glitched, broken, and bugged just like everything else in skyrim. If your going to make a game, make a fricken game; don't make half a game where quests don't or are nearly impossible to start (the body in the grave yard never shows up in windhelm to start blood on the ice). A free patch needs to be released to fix this ONGOING issue in the game.

Bethesda stated a long time ago that they are not making anymore patches for the game.

I have finished this quest many times, so it can be completed.

1.9 was the last patch we will ever see. I have 10+ quests that are broken. I just go to other quests. I am at level 94. So I am keeping busy.
