The Journal Does not drive the game, but instead is an accounting of what you have done in the game. Some quest stages will trigger based on the values of the Journal for that quest, but many other things start a quest. Things like Scripts and Condition Flags and Triggers can start quests also.

For instance, if you don't have to Vault 112 Jumpsuit, then you can't start this quest as you can't get into the Pod. Can't activate the Pod, then you can't do the quest. So, make a forked save before you try any of the quest stage commands as this particular quest is a bit complicated to start.

However, you may need to load up the Geck and study the script that is attached to the VR Pod in Vault 112 to see what triggers this quest and moves the NPC to the cell that the quest is in.

The main thing to start the quest would be just to go to Smith Casey's garage. But like CCNA said , you would need to put on the vault 112 suit to enter the pod. I wouldn't think a console command would be needed at all. Except if you want to transport yourself to that location.

Ill see if I can find the CC comand line for that.

Add edit: There is no COC marker for smith casey's but there is one for just inside the vault.

So type this to transport yourself there after opening the command console.

"COC vault112a"

If you want to see the garage just go out that door .... but to get to the ground floor you'll have to open the hatch door with the electrical switch on the wall near its stairs.

Entering the pod with the 112 vault suit on should start the quest. No need to get it started by the guy from the citadel.
