Well it is complicated to a point.
Easy answer is because of the timeline split. Weapons techology and such changed.
Complicated answer is that it does have modern weapons depending on the Fallout game. Fallout 2 modern weapons such as the Desert Eagle, H&K P90, FN FAL and Tactics has modern weapons as well plus alot more. People complained about such weapons being in Fallout.
As for things like night vision. They are in series as well. New Vegas has night vision and Fallout 2.
Modern Weapons or any real world weapon that actually does fit the timeline seem to no longer be in Fallout anymore. Fallout, Fallout 2 and Tactics give the names of the weapons plus background descriptions such as the real world companies that make the guns. But Fallout 3 and New Vegas does not. Fallout New Vegas developers IIRC said they did that to avoid having to make the weapons look, sound and fuction exactly like their real world counter part. "It isn't a Thompson Submachine Gun it a .45 Auto Submachine Gun" type deal.
"Modern Weapons" in Fallout are weapons such as Gauss Rifles and Energy Weapons.
weot fallt tactics is like fallout 3 or beter?
Tactics was the third game in the series. Way back when. It was a spin off type game, slightly more combat oriented, but still in the vein of the originals. Isometric viewpoint, turn based gameplay etc.
Fallout Tactics is different from all the Fallout games. It is a Tactical Squad based games. It has a great story and Bethesda has said it is semi-canon (though that is up for debate) but there are references to Fallout Tacitcs in Fallout 3 and possibly another in Fallout New Vegas.
You start out as a recruit in the Midwestern Brotherhood of Steel just outside of Chicago. You are sent on missions and as the game progresses you move towards Colorado. You can end up controlling five squad memebers and you can shape their perks and skills.
As for is it better then Fallout 3.. IMO yes it is.
It has real time play as well. It's a lot better IMO to play the game with Turn Based turned off.
