I've returned to Windhelm for the first time since winning the Civil War for the Empire, and some things appear to be pretty messed up.

Candlehearth Hall is locked (expert) - Why?

I entered the Palace of the Kings to find Yngvar as I'm doing The Book of Love temple quest, and for some reason Yngvar has moved here from Markarth, maybe it has something to do with the Civil War idk.. but anyway, Ulfric and Galmar's naked bodies still remain in the middle of the room. Are they not supposed to disappear? Also there doesn't appear to be a new Jarl in place either, I thought Brunwulf was supposed to take over?

So I find Yngvar upstairs in one of the bedrooms along with the old Jarls of Dawnstar and Riften. There's literally about 8 people stood in that room all cramped together. Surely this isn't supposed to happen?

It's worth mentioning that actually completing the last quest in the Civil War proved challenging. I was told to meet General Tullius at the gates of Windhelm where he never showed, I even waited 48 hours..

In the end I just fast travelled to the Palace of the Kings, because it wouldn't actually let me through the Windhelm gates by myself. So by doing that I missed a huge chunk of the last quest, I presume I had to fight my way through the streets of Windhelm but I never got to do that because of a stupid bug >.<

So would what happened have anything to do with what's happening now? Rikke and Tullius just suddenly appeared once I fast travelled to the Palace and I could continue the quest as normal, but still, something doesn't feel right now.

Pretty sure all of the shops and inns lock their doors during a battle. Same thing happened for me during the battles. They should open back up the next day.

As for the dead bodies not cleaning up, this happened to me, too. Ulfric and Galmar were there forever. But you found them in Markarth?

Sometimes it does take a while for Tullius (or Ulfric) to show up.If you have an earlier save you could reload and try again.

Yes but it's been 2 in-game weeks since I won the war, so the Inn shouldn't still be locked, should it?

and no their bodies are where they remain, in the Palace of the Kings, but they haven't disappeared, and there's no new Jarl in place even though there should be.
