i found it in top of a wall in Solitude, im just wondering if i should keep it or sell it....

Just look at the stats.
Is it better than the bow you currently have or not?

Besides the frost enchantment, it's the same as any elven bow.

The frost enchantment would be nice for a lower-level character, but I find bows to be strong enough on their own after a few perks.
