Columbia OOC Thread #23

The year is 2282. It has been five years and a month since the Lone Wanderer arose from Vault 101 and set into play a series of events that changed the Wasteland forever. The Brotherhood, with the support of the Lone Wanderer, led an assault against the Enclave and destroyed Raven Rock. Yet in light of the attack, the Enclave launched a counter-assault upon the Citadel, where the Brotherhood barely managed to hold on. Many of the Brotherhood were lost, including the Lone Wanderer, who was struck down in battle against the Enclave's Supreme Commander, Alan Sutler. Furious at the death of their compatriots and the damage done by vertibird bombings, the Brotherhood made a last stand against the Enclave at Project Purity. Although the battle was long and costly, the Brotherhood prevailed and forced the Enclave into a full-scale retreat. The few Enclave outposts remaining throughout the Wastes were left to fend for themselves until they could mount a rescue mission. However, despite the Brotherhood's claims to victory, the loss of life and destruction wrought prevents either side from truly claiming glory.

Within the last five years, numerous city-states have risen to power: Megaton, as well as Olney and the Talon Company have all been absorbed by the Enclave, quite willingly. The Outcasts have rejoined the Lyons Brotherhood after the arrival of the Midwestern Brotherhood of Steel, who brought news of a new home for them all. The Tenpenny Tower has annexed the Warrington Train complex and has since become a regional power, known as De Burgo. Girdershade, which was once a hub of trade, has now been overrun by cultist Super Mutants.

The Canterbury Commons has become a commercial center for all Capital Wasteland trade, now known as the Merchant Union; while raids from the Pitt, and the threat of enslavement by Paradise Falls keeps the North in fear. Eventually, however, the North reluctantly signed a peace treaty with the Regulators and Capital Rangers, alongside the Mattheson Militia. Just down south lies the mysterious land of Point Lookout, which brought the Swampfolk to the Capital Wasteland seeking trade. Despite this, their naturally hostile nature has soured relations on multiple occasions, leading to an assault by the Talon Company, hired by the Merchant Union. Rivet City still remains the premium supplier and manufacturer of firearms, despite competition.

The Red Line Or AKA Anacostia Crossing

-- Mini Faction, no RPer.

Spoiler
NAME: The Red Line Or AKA Anacostia Crossing

HISTORY: Relatively new, they are former Raiders, Scavengers, Refugees, Ghouls, and the occasional friendly Super Mutant. Once Rivet City, and the Regulators cleared the rubble blocking the entrance to the Metro crossing, Guardsmen set up barricades at the two main entrances. Although there are several side tunnels and service accesses, the Metro was well guarded.

This led to an influx of squatters, many who sought housing at the ever crowded Rivet City and were turned away. Having no where else to go, these squatters decided to set up camps inside the metro. The Guardsman didn't care, and a few even helped build scrap houses. Eventually more came, those raiders driven from their homes by General Chang or Refugees from sacked towns. And in time the lawless Red Line was born.

LOCATION: Anacostia Crossing

POPULATION: 200

ECONOMY: Chems, Scavengers, Workers for Rivet City, those who sought jobs at Rivet City, in general they don't have a solid economy aside from the jobs Rivet City offers. Some may become Rangers or Regulators but other than that it's a poor faction.

CULTURE: The city is a lawless faction, with chem runners, and slavers sneaking in every now and then, it has no real culture other than simply a town where the poor had no where else to go. Those who either feared Chang and Sutler, for various reasons, and wanted nothing to do with other factions as possible. Which RC gives them so long as they keep to themselves.

GOVERNMENT: Led by Valtyr the self named ruler of the Red Line.

MILITARY: None really, aside from whatever gangs might be in power, like those under Valtyr. RC Guardsmen protect the entrances, and occasionally Guardsmen and Regulators keep the peace. If a situation gets out of hand.

VIEWS ON MUTATION: Don't care, so long as hordes of mutants don't come charging through the Metro.

-- Valtyr

Spoiler
Name: Valtyr

History: Not much is known about him, other than he was a Raider who took the Talon's training camp, and was kicked out before passing.

six: Male

Appearance: Standing at 6'2" He is a tank of a man, Born of African American decent. He keeps a shaved head, with tattoos over his face and body, the most distinguishable of which is a sniper scope over his right eye.

Personality: Violent, Aggressive, and Controlling.

Skills: With his large physique he uses heavy weapons rather effectively, and is a good shot with a sniper.

Weapons and Armor: A Super Sledge, and Sniper Rifle. Scrap armor, the vest of a security armor, the left shoulder of a T-45 Power Armor, the rest is a leather armor.

Occupation: Leader of the Red Line.

Faction Allegiance: Himself.

After the attack on the Swamp dwellers, a little over two hundred mercs, with about 30-40 more in recruit training.

A lot of them are going to be guarding things such as the Capitol, Springvale, the Lamplight side of Vault 87, the Point Lookout Lighthouse, ect. I'm not out to bust the game, but I need more bodies. How many do you guys think is appropriate?

Let's see, Georgetown, The Ghouls living in the Metro, Alec's faction. The Underworld, and The Creed, but maybe Casey doesn't want them back in?

Nice, I like that. Thanks for the info.

I thought the propulsion plant was still active? Or is the generator thingy different? You know what powers the ship.

I like it, shows that these things aren't just for war and whatnot.

The plant has to be somewhat working to power the steam turbine generator sets that provide Rivet City with power. We're going to have to presume that the ship has a nuclear reactor, it's the only way you'd have power this long. The main engines, and the propellers will likely need some work though.

Also, the Creed has been ret-conned out. The National Archives building is controlled by a Protectron who thinks it's Gwinnet Button, the Governor of Georgia and it's army of security bots. I think Crimson has plans for them.

I don't really have an opinion myself, but I would like to point out that the combined Pitt/Paradise Falls force in the CW is probably somewhere around 400+ or so. But that is basically two factions combined at the same time as well.

Also my thought is that these settlements will have power by the end of the timeskip, as they made deals before the power plant came online:

-Paradise Falls

-Germantown Police Headquarters

-Roosevelt Academy

-The Republic

I don't think anyone else signed on to receive power (that I can remember). Also I don't know what the price would be, but I would guess that its at least double what Mr. House was asking the NCR for, considering we don't have a massive hydroelectric dam generating this supply and its much more valuable. So maybe 10 caps per Kilowatt hour?
