I just got Bannasplit better cities and I manually installed it, but it isn't working. Here's my load order:

NOTE: I was going to get Blood and Mud after I had checked it was working in any city but Bravil. Everything that isn't M.O.E or the Oblivion.esm was installed from Bannasplit better cities. I am going to install Shivering Isles and KOTN later. I am currently not using OBSE.
