Leveling help for a REALLY new guy

I need some help understanding the leveling... Period.. the entire leveling system as it pertains to perks and Skills and your S.P.E.C.I.A.L. Stats

So i understand that with every level i get points that i can use in my skills section.

What about the perks? do i also get one perk per level?

Can i add to my SPECIAL stats? when do i get points to add to thouse stats? or are they set in stone from the start of the game?

Could someone please help me understand the system?

I feel so lost.

Perks, one per level.

You cannot add to your SPECIAL stats during level-up, however various perks and bobbleheads can add to you special stats. For instance, the Strength bobblehead will add one point.

The only way to change your SPECIAL stats are with the bobbleheads M48A5 mentioned and by taking the Intense Training perk. You can take that up to 10 times in the game. It's not really recommended though as there are much better perks you can take instead. The bottom line really is that you need to do a good job with your character at the start of the game and live with it.
