Fallout New Vegas new game hints wanted.

Please bear with me for the next few lines:

I'm almost finishing F3, and i want to start playing New Vegas in a week or two and i want some help if any of you will indulge me, and a few questions. So F3 freezed a lot until i added some lines in the INI or Config file, as i see that New Vegas uses the same engine, will i have to add the lines again to avoid the freezes? Second question: In F3 for some reason i could hear from hundred feet away if a Flamer was drawn or in use, a ripper or if an Enclave soldier was wearing Tesla Armor, this annoyed the hell out of me, is this bug also present in New Vegas? And now for the tip i am asking: In F3 there are quests that require you to hoard and give items to NPC's IE: Bloodpacks, Scrap Metal, Chinese Assault Rifles, Laser Rifles and so on, first time when i played F3 had to backtrack to a lot of places to get these items and many others and i am trying to avoid such unpleasantness in New Vegas if any side quests of this caliber exists, i would like a list just for the items i will need to gather not the particular quest as i don't want any spoiler for it. Also if you can make a separate list of JUST the parts, ingredients et cetera for craftable items, not the end result (IE: in F3 there is Railway Rifle, i would like to see just the parts not what they are used for.) Well you definitely want to collect Scrap Metal, Scrap Electronics, Wonderglue, Duct Tape, and Wrenches.

Actually with the possible exception of plain mugs, everything will be useful eventually, Even pencils, coffee mugs and clipboards.

Oh and don't bother hoarding Pre-War books right from the beginning. They don't become useful for quite a while.

And I've never used conductors for anything.
