I can't believe I couldn't find anything about this through search queries, but I'm prepared to experience embarrassment at asking this...

Is a mouse required to play NV properly?

Meaning, I'd like to use the arrow keys as the main controllers for movement, but the one thing it appears I can't re-map to them is rotation movements (a.k.a. "look around")

I remember being able to do that for F3 when I played it some years ago on PC, but here I'm dumbfounded. It just seems like such a basic option that I'm hoping I'm missing something rather than it not being possible.
