Do I need the german Arktwend patches if I have the english?

There are two patches beneath the main Arktwend download, does the english master patch come with these?

Is there a way to disable the german voices in the game? Lowering the voice volume doesn't seem to work.

If you were to do a forum search for Arktwend, you'd find quite a few posts about it. There is even a http://www.gamesas.com/topic/1400039-relz-arktwend-english-32-tao-015/ started by john.moonsugar covering installation. Note that Arktwend is not a mod for MW/TR/BM. It is a total conversion of the game. It is not set in Morrowind.

Yeah im just wondering if the english patch contains the two patches beneath the main download on the SureAI site.

For anyone who's played Arktwind, is TAO worth installing?

Depends. For me, yes. I found it fun and a pleasant change of pace from MW. Its story elements seem to me to be based on Teutonic mythology and concepts. I played it through to the end twice. That would have been around the time of the john.moonsugar post. AFAIK, no other updates or bug fixes have been released since then though john was working on some. It's been so long since I played it that details are fuzzy, but follow his directions and you should be fine.
